So, the Mockingjay came and went. It's been fifty years since she's been here in Panem. The Districts and the "Capitol" were running smoothly with District 13 even becoming populated again. However, the Capitolites never forgot what the Districts did to them. As they say... History repeats itself.
Half a century, three months before the 125th Quarter Well would have happened, the Capitolites struck back at the Districts. They succeeded in doing so because the Career Districts sided with the Capitolites. The four Districts forced their will on a halfway willing District 3 and continued their way down the list. District 5 wasn't that hard to handle with most of them being averagely equipped from being power givers. District 6 failed shortly after their generators from District 5 gave out - sending them into a darkened chaos in which the Capitol restored to order. Nearly starved in some places, District 7 gave in with no real fight. District 8 were simple fabric makers... they made more money and supplies with the Capitol's help. District 9 and lower would be the ones who fought back for the almost three long months that lead up to the 125th Quarter Well.
A week before the Quarter Well, the Capitol, and the Districts on its sides, took over the lesser Districts. Having a less heavy hand now, the Capitol wrote a new Treaty of Treason. They called it Treaty of Capitol Treason since they had tried to suppress the Capitol's will. The new Treaty of Capitol Treason forced the thirteen Districts to offer up four tributes instead of the normal two, but it also settled the fact of starvation of the Districts, cleanliness of the Districts water, and many other issues the Districts had made for themselves in the attempt to rebuild the old Government were solved within the week up to the Quarter Well. The Quarter Well however caused one of the most dramatic changes yet...
The Old Government heads were killed in front of the screens that barricaded the District Justice Centers before the Reaping was held. With the morale destroyed for another Rebellion, the new President, an ancestor of the Snow Family, declared the 125th Quarter Well to be ready to take place. The Quarter Well was devastating to the Morale of most of the Districts, with District 1 and District 4 coming out on top with the second newest rule change of there being able to have four tributes live.
Sixty-eight tributes, four Victors, and the normal age old the Capitol Rules... Happy Hunger Games.
