The Capitol
Now firmly back in the original Capitolites hands, President Snow resides in the original housing of his ancestor's manor. The Capitol is fully functioning and fully rebuild - as if it was never touched by "those filthy rebels". Its is heavily decorated, even more than it used to be, in celebration for the return of the original power of the Capitol standing. The Arena Tower teases the citizens since they know that soon there will be 68 tributes housed there again. It stands the tallest building in the Panem for obvious reasons.
